What is a Confederation?

A confederation is an alliance of states or communities, with little or no central government or headquarters, retaining ruling power among the members. Decisions are made only by complete agreement (unanimity) of the members, so change happens slowly.

A federation is a union of partially self-governing states or communities, united by a central (“federal”) head. Only a majority vote is required to make a decision, which is imposed upon the other dissenting members. A hierarchal system increases the efficiency and power.
